The new Arbitration Law 131 was approved on December 31, 2013, regulating National and International Arbitration in Panama. The first specialised law in arbitration, conciliation and mediation was Decree Law 5 of 1999 approved on July 8, 1999. Due to constitutional challenges, Law 15 of 2006 was approved to restore, modify and add norms to Decree Law 5 of 1999. On 24 April 2025, Law 467 was enacted, subrogating Law 16 of 2016, which institutes Community Justice of Peace and dictates provisions on mediation and community conciliation. Law 467 establishes the Special Jurisdiction of Community Justice of Peace, exercised through peace judges and community mediators. On 29 July 2025, Executive Decree No. 5 was issued regulating Law 467 of 2025. The decree establishes functions for community mediators, requirements for Casas de Justicia Comunitaria, and provides for community mediation, community conciliation, and restorative practices. On 4 February 2026, the first community court with its own headquarters began operations in Panama City, marking a new chapter in the application of the justice community reform. The Centre of Conciliation and Arbitration of Panama (CeCAP) promotes the use of arbitration, mediation and conciliation.
